Then God blessed them and said, “Be fruitful and multiply. Fill the earth and govern it. Reign over the fish in the sea, the birds in the sky, and all the animals that scurry along the ground.”

Governing the Earth
Once again the Creator God is declaring a blessing over His creation. This time it is over the male and female He has created in His image. He is blessing them for increase and fruitfulness. He is also giving them authority over the created beings with whom they would share the earth. Give us your wisdom, Lord, to please you in our assignment.
In Canada, the governor general acts in a primarily ceremonial fashion. He or she will host members of Canada’s royal family, as well as foreign royalty and heads of state, and will represent the Queen and country abroad on state visits to other nations. However, if the governor general wants make such an official visit outside of Canada, he or she much obtain the Queen’s permission via the prime minister. The governor general also issues letters of appointment and recall of all Canadian ambassadors.
When God created the world, He gave to human beings, the highest of His creation, a great responsibility over the planet. Genesis 1:28 says, “Then God blessed them and said, ‘Be fruitful and multiply. Fill the earth and govern it. Reign over the fish in the sea, the birds in the sky, and all the animals that scurry along the ground.’” God commands men and women to populate the earth and then govern it. What does it mean to reign over the planet, and to govern it? We are created in the image of God, so we are called to govern God’s creation in His name and under His authority. Even though our world is fallen, having suffered from sin, our Creator God still loves His creation. As His representatives on earth, we have the great responsibility to govern it under His authority. Christians ought to be leading the way in the areas of conservation and ecology. We ought to be asking what role we should play in governing God’s creation in His name. It is one of God’s first commands to men and women and one that we need to take seriously.
